Douglas H. Frazer

headshotDouglas Frazer focuses his practice on tax controversy and litigation, environmental taxation, tax planning, and estate planning. He has substantial experience representing both individuals and companies before the IRS, the Wisconsin Department of Revenue, and the Wisconsin Department of Workforce Development in connection with tax examinations, collection matters, trials, and appeals. 

Often a speaker on tax-related subjects, Douglas is the author of The Complete Handbook of Investigations & Privacy Rights. He is a member of the Wisconsin Bar Association and admitted to practice before the U.S. District Court for the Eastern District of Wisconsin, U.S. Tax Court. and U.S. Supreme Court. 

Douglas received his BA from Oberlin College in 1980 and graduated in 1985 with a J.D. degree, cum laude, from Northwestern University School of Law where he was the articles editor for the Journal of Criminal Law and Criminology

After law school, Douglas served as law clerk to the Honorable Thomas Tang of the U.S. Court of Appeals for the Ninth Circuit. From 1988 to 1993, he was a senior trial attorney at the U.S. Department of Justice tax division. 

Douglas enjoys, in his spare time, community work and international travel.
